GENERAL FUNCTION: To manage and improve the financial accounting systems of the World Relief Darfur Program ensuring that all financial operations are properly documented, in compliance with IAAS and NGO standard practices and prepared to be audited. To be responsible for overseeing all planning and directing related to financial management and budgeting, human resources management, information technology infrastructure, IT support, administrative services and programmatic records management for the Darfur program in Sudan. This position requires a professional who possesses knowledge of and work experience in finance and accounting as they specifically relate to the operation of a relief and development program. Knowledge in administration, and human resources functions and responsibilities will be added benefit to this position.

SPECIFIC JOB DUTIES: Financial Duties: • Report to WR-Headquarters as required by WR financial standards. • Report to Field Director, Program Officers and (Global Relief Alliance) GRA partners on applicable financial information to assist them in their responsibilities. • Provide technical supervision, oversight and training to all finance staff. • Review accounting systems, practices and reports of WR partners to assure compliance with accounting standards, donor intent, and signed agreements. • Facilitate conduct of external audit at least annually. • Oversees the protection of the country’s assets through the enforcement of internal control policies and procedures. • Maintain current knowledge of local government requirements related to financial matters and ensures compliance with tax regulations and other legal requirements. • Is the principal liaison with World Relief Headquarters on all finance, accounting, grant budget management, and cash management matters. • Prepare all donor financial reports in respect to accounting, legal and contractual requirements and ensures the review of such reports by the Field Director prior to submission. • Develop, schedule and perform or supervise the completion of internal control audits and initiate necessary actions to correct control weaknesses. • Supervise all bank relations and bank account activities. • Oversees the timely preparation review and approval of all monthly bank account and cash reconciliations. • Perform other duties and tasks as assigned by the GRA Field Director. • Manage payroll functions for all local staff employees. • Manage national finance officers and assistants. • Responsible for ensuring that WR program is in compliance with local and national GoS employment rules and regulations. • Assist in the implementation, design and review of Human Resources policies as needed, in consultation with World Relief Baltimore. • Lead and manage Finance staff according to World Relief’s mission and best practice principles. • Ensure program compliance with OFDA and CFGB requirements and World Relief policies and procedures.

Administration Duties: • Develop, implement, and advise on internal management systems as necessary. • Provide support to sector heads to ensure internal management systems are appropriately maintained. • Ensure that all program financial reports are prepared and submitted in a timely fashion. • Ensure detailed records are maintained, secured, and prepared for rapid evacuation if necessary. • Participate and conduct senior management meetings to support the operations of the Darfur program. • Foster networking relationships and maintain productive relationships with relevant UN and government offices. • Ensure that staff understands their respective job descriptions. • Assist the FD in monitoring the psychological well-being of staff. • Ensure field orientation, exit interviews, and debriefs are standard and completed for all expatriate and local staff. • Manage RR and Leave policies and ensure appropriate staggering of RR. • Promote ‘best practice’ and capacity-build to strengthen procedures and staff members.

KNOWLEDGE, SKILLS ABILITIES: • Bachelor’s degree in Finance, Accounting, Business Administration or a suitable field, Master’s degree or recognized professional certification such as CPA, preferred. • Computer literate, with experience in MS Office package. Excellent knowledge of QuickBooks software use. • Ability to manage multi-budgets, financial accountability procedures, logistics, and commodity tracking. • Prior multi-cultural team leadership experience, independent thinker and self-starter. • Excellent written and verbal English communication skills. • Previous employment with a not for profit organization that receives funding from multiple sources, preferably in an international context. • Foreign language ability, Arabic preferred. • Previous experience in a Muslim environment, preferred.

Travel to and from Khartoum will be required periodically. • Operating environment is extremely volatile, with security restrictions in force. • Working hours will be structured in light of the prevailing emergency situation being addressed, and may be unsociable at times.
