Project title: Clima East: Support to Climate Change Mitigation and Adaptation in Russia and Eastern Neighbourhood Countries

 

Brief description: The overall objective of Clima East is to support the ENP East countries and the Russian Federation so that they are better equipped for greenhouse-gas emission reductions and better prepared to deal with climate change impacts.

 

The specific objective of Clima East is to foster improved climate change policies, strategies and market mechanisms in the partner countries that are more in line with the EU acquis, by supporting regional cooperation and improving information-access to EU climate change policies/acquis.

 

The specific objectives of this project, which will form part of the overall Clima East project package,  are:

  • Strengthening of the capacity of policy makers to engage in and to implement the Kyoto Protocol and its potential successor, or other international agreement post-2012, through better access to information and expertise on EU climate policies and the emerging EU climate acquis;
  • Promotion of dialogue with the EU on climate change and support with approximation to the EU climate change and related climate and energy acquis;
  • Improve capacities to benefit from possible new or reviewed mechanisms resulting from the successor agreement to the Kyoto Protocol;
  • Strengthening of capacity for strategic planning with regard to mitigation, including NAMA’s, GHG-related energy efficiency strategies and low-carbon strategies (where not covered by other donors and projects);
  • Strengthening of capacity for strategic planning with regard to adaptation to climate change;
  • Support to Non-Annex I countries for CDM and other financing mechanisms;
  • Support to Annex I countries for the elaboration of domestic and regional emission trading systems.

 

Duration of the assignment: 880 work days over 48 months

Base of operation: Tbilisi

 

Requirements:

Qualifications and skills

– University degree in political science, environmental studies, economy, or related fields or equivalent

– Discreetness and diplomatic skills in an international context

– Excellent presentation and communication skills

– Fluency in English

– Working Knowledge of one national language of a partner country and/or Russian

 

General professional experience:

– Minimum of 7 years of professional experience

– Minimum of 5 years of experience in institutional and policy development and/or in projects facilitating reform processes in an international cooperation context, preferably in an inter-institutional context

– Minimum of 3 years of experience in EU-funded policy advice and/or technical assistance projects

– Experience in at least two of the four countries (Armenia, Azerbaijan, Georgia, Moldova)

 

Specific professional experience:

– A minimum of 5 years of experience in managing technical assistance projects in one or several of the following fields or equivalent: sustainable development; climate change; integrated policy development, and/or integrated environmental management

– Experience of 3 years or more on climate change issues

– Proven experience in organising and facilitating high-level meetings and thematic working groups, especially at regional level

– Experience with climate change issues in one or more of the four countries
